What impact will the 2004 round of enlargement have on the European Union's common foreign & security policy? This article argues that the new members' arrival in theory strengthens the Euroatlantic camp within the EU. This impact has, however, been limited by the accession states' difficulty in exercising effective influence in Brussels so far, & their foreign policy is also coming under pressure at home because of the unpopularity of the Iraq War. The newcomers hold distinct views on the EU's policy toward Russia & other countries of the former Soviet Union. On this point, their efforts have begun to slowly but demonstrably transform the European Union's own involvement in countries on the EU's eastern frontier. In addition, the first signs are becoming apparent of the new members' effective imprint on the EU's common foreign & security policy. 16 References. Adapted from the source document.
El terrorismo reconsiderado
Uno de los efectos deseados de los ataques terroristas en Madrid parece haber sido el de fracturar la alianza occidental. Los aliados deben ver más allá de la trampa, reconocer errores incurridos, concebir una definición más estricta de la amenaza del terrorismo y crear una nueva estrategia para combatir las raíces del problema. Las secuelas de los ataques de Madrid han demostrado que entre EEUU y sus aliados europeos existe una profunda división en torno al papel que desempeña Irak en la guerra contra el terrorismo islámico. La opinión generalizada en Europa (a diferencia de la de América) es que son dos problemas completamente distintos y que el efecto de las acciones que ha llevado a cabo Norteamérica son contraproducentes para la guerra contra el terrorismo. Si se quiere evitar que las diferencias en torno a Irak lleguen a crear un cisma en la coalición occidental, es importante reformular la definición de las causas y la naturaleza del terrorismo y alcanzar un consenso sobre principios básicos. El perfil de una cooperación continuada se percibe con claridad: EEUU y Europa comparten la sensación de que el terrorismo islámico representa una amenaza potencialmente catastrófica, cooperan para detener la propagación de las armas de destrucción masiva y están dispuestos a llegar muy lejos (empleando, si es necesario, la fuerza militar) para impedir nuevos ataques.

Terrorism Revisited
One of the desired effects of the Madrid bombing seems to have been to splinter the Western alliance. The allies must see through the trap, acknowledge mistakes, produce a stricter definition of the threat of terrorism and create a new strategy for fighting its sources. The aftermath of the Madrid attacks showed that the US and its European allies are deeply divided over the role of Iraq in the war on Islamic terrorism. European mass opinion –unlike America's– sees the two as completely separate problems and America's actions as counterproductive to the war on terror. To keep differences over Iraq from ungluing the Western coalition, it is important to restate the definition of causes and nature of terrorism and to agree on basic principles. The outlines of continued cooperation are clear: the US and Europe share the sense that Islamist terrorism represents a potentially catastrophic threat, they cooperate closely on stopping the spread of weapons of mass destruction and they are willing to go to great lengths –including the use of military force– to prevent future attacks.

The Human Touch: Kerry vs Bush in the White House
What will be the implications for transatlantic relations if either George W. Bush is re-elected to a second term or John F. Kerry wins the US Presidential elections? Does it matter whether George W. Bush is re-elected to a second term? While there is little doubt that most Europeans would prefer a changing of the guard in the White House, it is equally true that on issues that most exasperate America's allies on the old continent, the US president's hands are tied. So is Europe not deluding itself in attaching so much importance to a changing of the guard? Or, on the contrary, could a different president make substantial changes in US policies towards Europe. This article analyses the implications of the US presidential elections for transatlantic relations as well as Europe's possible response to the result.
